The Rules for Enlistment of Contractors in CPWD 2026 came into effect from 1 January 2026, replacing all previous rules. If you registered under older rules, your enlistment must be revalidated under the 2026 framework.

Every applicant must meet the minimum financial parameters for their chosen class, as specified in the CPWD Enlistment Rules 2026. These include:

All CPWD registration applicants must hold a valid GST registration on the date of application. This is a mandatory compliance requirement and cannot be substituted.
Prepare all of the following before you begin the online application. Incomplete submissions are rejected at the CEMS portal stage itself.
All CPWD registration applications must be submitted online through the CEMS (Contractor Enlistment Management System) portal. Here is the complete process:
Step 1: Visit the CPWD CEMS Portal: Go to cpwd.gov.in → Click on "Contractors" → Select "Contractor Enlistment Management System" → Or visit directly: cpwdpims.nic.in/cems/
Step 2: Register on CEMS (First-Time Applicants): Click "Register" and enter:
Your login password will be sent to your registered mobile number and email.
Step 3: Log In and Change Your Password: Log in using your PAN as the Login ID. First-time users must change the system-generated password immediately after first login.
Step 4: Select Your Application Type: After logging in, the dashboard offers the following options:
Select "Apply" for a fresh CPWD Registration.
Step 5: Choose Category and Class: Select your category (Buildings & Roads or Horticulture) and the class that matches your financial strength and work experience. Choose carefully — a wrong class selection leads to rejection.
Step 6: Fill the Online Application Form (Annexure-I): Complete all sections:
Step 7: Upload All Required Documents (Annexure-II): Upload colour-scanned copies of all identity, financial, work experience, and compliance documents as listed in the documents section. CEMS specifies file format and size limits for each document type.
Step 8: Pay the Enlistment Fee via BharatKosh: Pay the enlistment fee online through the BharatKosh payment gateway. The fee varies by category and class. Keep the transaction ID ready before submitting the application.
Step 9: Submit Application as FINAL: Review your entire application carefully. Once you submit it as FINAL, no major changes can be made. Take a printout of the submitted application from the "Printout of Application" menu on CEMS.
Step 10: Send Physical Documents to CPWD: Sign the printed application and send it along with all supporting documents in physical form to the designated CPWD regional office. CPWD will not process the application until physical copies are received.
Step 11: CPWD Verification and Inspection: CPWD officials will verify your documents, inspect your work quality records, and evaluate your performance scores on each qualifying work. For Class I and above, the advisory committee review also takes place at this stage.
Step 12: Receive Your CPWD Registration Certificate: Upon successful verification, you will receive your CPWD contractor enlistment certificate. This is valid for 5 years and must be revalidated before expiry. After expiry, the application is treated as a fresh enlistment.
The enlistment fee is paid online through BharatKosh before final submission. Fees are as follows:
